History
Our purpose, in recent years, has been adjusted to not only include property management conveniences but also a responsibility to the communities we work in by focusing on eco-consciousness. Performance Utility Management and Billing services are designed to help multifamily portfolios encourage energy and water conservation as well as recovery of utility expenses. It is our mission to make a difference for our clients and the world we live in.
Team
Jon Wayne Taylor
Chief Executive Officer
As CEO, Jon Wayne Taylor is responsible for the overall growth and development of Performance Utility Management & Billing, a subsidiary of Casoro Group. Jon’s previous experience developing Texas economic and electrical power infrastructure has allowed him to garner a deep understanding of the market and will allow the company to expand and improve our services to new and existing clients.
Just as important, Jon’s previous experience as a frontline combat medic and combat advisor helps him prioritize the person, focus on the care and service they need, and recognize that we all only succeed as a team.
He has previously served his country as a frontline combat medic and the State of Texas as a leader of its economic development programs and critical infrastructure. Prior to joining Performance Utilities, Jon managed contract programs for the Lower Colorado River Authority which delivers vital electrical power, water and public recreation to many thousands of Texans.
Before that, he was executive director under Governor Rick Perry for the state’s Economic Development and Tourism effort, where he oversaw integrated marketing (advertising, public relations, research) in domestic and international markets and led the development of the Governor’s strategic economic development plan.
Jon served eight years in the United States Army Reserve, as staff sergeant, combat medic and combat Advisor. In Afghanistan, he served at a remote U.S. combat outpost and trained Afghan National Army and National Police staff, leading them to deploy and equip an emergency medical treatment facility for a population of over 50,000 Afghans. Previously, he served in the Dominican Republic, providing emergency medical treatment of U.S., Central American and Caribbean military and police forces, and he has trained and supervised the medical personnel in a variety of remote and hostile environments around the globe.
He has earned the Combat Medic Badge, Bronze Star, Army Commendation Medal, Afghanistan Campaign Medal with service star, a Global War on Terror Service Medal, NATO medal for ISAF, and many other commendations.
Cole Denton
Chief Operating Officer
Cole serves as COO of Performance Utility Management and Billing, a subsidiary of Casoro Group. Cole is the creator and administrator of his own streamlined process, setting him apart from his competitors. Since the launch of Performance Utility Management and Billing in 2013, he has grown to manage over 8,647 apartment units and has saved his clients over $235,000 in utility expenses. His aptitude for reduction of cost and utility management are in high demand. He has been awarded Casoro Group Family of Companies’ Growth-Oriented Values Award for his accomplishments.
As a U.S. Veteran, he served in the Marines as a Private First Class where he acquired his leadership qualities and organizational abilities. He obtained his Associate of Science in Secondary Education from Snow College in Ephraim, Utah and is studying at the University of Phoenix for his Bachelor of Science in Business.
Heather Castelazo
Billing Coordinator
Heather serves as Billing Coordinator at Performance Utility Management and Billing, managing accounts payable, coordinating with accountants, clerks, and vendors, and other data entry operations. Heather is a skilled organizer and detail-oriented, creating structure and routines for highly-effective utility billing.
Heather holds an Associate of Applied Science in Drafting Technology. Previously, she spent 11 years drafting and designing roadways for construction as a Design Technician for the Texas Department of Transportation. She also spent a few years before that drafting for a small Mechanical, Electrical & Plumbing Engineering company. As her family grew, Heather spent a few years at home, caring for her 2 young children before returning to work with Performance Utilities. Heather has a love for organizing and planning, which has led her to open an Etsy shop, selling planner stencils and printable planner layouts.
